No he didn't propose a national security force (army). he said he wants to expand the Peace Corp and the State dept so that thru these organizations efforts the world's opinion of the US might be improved so that the people that hate us now might have a better image of the US as a justice nation and not an imperialistic war mongering nation thus making us more secure.
