Wasn't this song featured in Austin Powers when he and this woman were playing Twister?

The genre could be considered either lounge or trip-hop. It has its modern roots in g-funk, popularized by songs such as "groove is in the heart" from the very early 90's.

Morcheeba's Big Calm album is quite similar in style to this song ("The Sea" most notably). A lot of late 90's and early 2000's Ninja Tune (label) artists such as the Herbaliser and Cujo feel similar as well. You might also want to check out Portishead and Massive Attack for more traditional trip-hop.
